County Hazard Mitigation Plan

The Santa Cruz County Hazard Mitigation Plan aims to:

  • Identify and assess natural and human-caused hazards that threaten the county.
  • Develop long-term strategies for protecting people and property from future hazard events.
  • Prioritize mitigation actions to ensure effective use of resources.
  • Promote awareness and education about hazard mitigation among residents and businesses.

Santa Cruz County is vulnerable to a variety of hazards, including but not limited to:

  • Flooding: Particularly during monsoon seasons, certain areas are prone to flash floods.
  • Wildfires: The dry climate and vegetation increase the risk of wildfires.
  • Extreme Heat: High temperatures during summer months can cause health hazards.
  • Drought: Extended periods without rainfall can affect water supply and agriculture.

Mitigation Goals and Strategies

Our mitigation plan is built on the following key goals:

  1. Protect Life and Property: Implement measures to safeguard residents, buildings, and critical infrastructure.
  2. Enhance Public Awareness: Educate the community about risks and encourage proactive mitigation actions.
  3. Improve Emergency Services: Strengthen the capacity of emergency responders and improve disaster response plans.
  4. Promote Sustainable Development: Encourage development practices that reduce hazard risks and enhance resilience.

To achieve these goals, we employ a variety of strategies, including:

  • Structural Projects: Building levees, floodwalls, and safe rooms.
  • Land Use Planning: Restricting development in high-risk areas.
  • Public Education Programs: Conducting workshops and distributing informational materials.
  • Emergency Preparedness Training: Enhancing the skills and readiness of first responders

Santa Cruz County’s Office of Emergency Management (OEM) is responsible for coordinating and managing the overall emergency management program for the county. This includes planning for and responding to emergencies and disasters, such as natural disasters, technological hazards, and public health emergencies.

The OEM works with a variety of organizations, including local government agencies, non-profit organizations, and volunteer groups, to develop and implement emergency plans and procedures. The OEM also plays a key role in coordinating the response to emergencies and disasters, including activating and managing emergency response teams and coordinating the provision of emergency services, such as evacuations, shelter, and medical assistance.

In addition to responding to emergencies and disasters, the OEM is also responsible for promoting emergency preparedness within the community. This may include providing information and resources to help individuals and families prepare for emergencies, conducting drills and exercises to test and evaluate emergency response plans.

The Community Protection & Benefit Agreement

The Community Protection & Benefit Agreement (CPBA) is a formal agreement between the Town, the County, the City of Nogales and South 32 related to the Hermosa project near Patagonia.

Early Actions Progress Report

The Early Actions Community Investment Agreement between The Town, The City of Nogales, The County and South32 has been officially executed. The next step was to submit Scopes of Work for each entity’s projects. The Town has submitted all Scopes of Work, and they were recently approved. The next step is to submit a line-item budget for each project; once all entities have approved it, South32 will fund the projects directly. Some projects are design-build, and some are design only. For the design-only projects, the construction funding will be included in Phase 1 CPBA Early Actions Direct Funding.
